MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 753, July 29, 1974 ] In line with the policy of the State to effect a more systematic, economical and equitable development and utilization of transportation facilities to facilitate the conveyance of passengers and cargoes within the country, the Department of Public Works, Transportation and Communications, jointly with the Board of Transportation, is hereby directed to formulate and carry out a “National Transportation Planning and Operations Program. The primary objectives of this program are to gather and analyze essential information necessary in the formulation and implementation of policies, action programs, project systems, standards and procedures that will conduce the efficient utilization of existing transportation and allied facilities and the effective programming of transport investments and operations throughout the country. Towards this end, all government and government-controlled entities including the Philippine National Railways, the Department of Public Highways, the Constabulary Highway Patrol Group, are hereby directed to place at the disposal of the Department of Public Works, Transportation and Communications such material as may be necessary for the successful implementation and completion of the program. Private transportation and utility companies, operators and drivers associations and the public in general are hereby enjoined to extend their full support to realize the objectives envisioned under this program. The Department of Public Works, Transportation and Communications and the Board of Transportation are likewise hereby directed to formulate the necessary guidelines for the implementation of this program.⚖ - ℒαɯρhi৷ This Memorandum Circular takes effect immediately.
