ENJOINING THE LOCAL GOVERNMENTS IN THE METROPOLITAN MANILA AREA TO ORGANIZE A “SOCIAL DEVELOPMENT COUNCIL” WHICH SHALL OVERSEE THE CONDUCT OF FUND CAMPAIGNS IN THEIR RESPECTIVE COMMUNITIES
WHEREAS, fund campaign are usually being undertaken by national and local as well as public and private entities, for the purpose of institutionalizing the collective and public support for social and community welfare, particularly for the benefit of less fortunate citizens;
WHEREAS, there has come about the “United Appeal” concept of fund raising to do away with multiple campaigns and in order to meet the ever-expanding needs of charitable agencies such that they will be able to assist the government in rendering more effective all social welfare activities;
WHEREAS, it is highly necessary that the private sector be properly involved in the matter of fund campaigns in line with the goals and objectives of the New Society;
WHEREAS, there is need for closer coordination between the local governments concerned and the private entities in their respective jurisdictions, in conducting the campaigns and in the administration and disposition of campaign funds;
WHEREAS, in addition, the campaigns call for efficient organizations, and require strong government and private sector leadership to achieve the desired goals; and
WHEREAS, there is a further need for an organization of government and private sector representatives to oversee and direct the campaigns in the various communities, as well as assist the local governments in social development activities:
WHEREFORE, all City and Municipal Mayors within the Metropolitan Manila area are hereby enjoined to organize in their respective cities and municipalities a “Social Development Council,” preferably to be composed of the following:

Each “Social Development Council” so organized and established shall formulate such guidelines and policies on all matters pertaining to fund campaign solicitations within its respective area of coverage, oversee all campaigns being conducted, and recommend to the Office of the President from time to time on all matters pertaining to fund campaigns especially as these affect the socio-civic welfare need of citizens.
In every City/Municipality concerned, all community welfare funds collected shall be deposited with the Office of the City Treasurer, or Municipal Treasurer, as the case may be, who, as representative of the Department of Finance, shall be the depository of all funds so collected in such campaigns.
The administration and disposition of all funds thus collected shall be determined by the Social Development Council; and the status thereof shall be subject to audit by the Commission on Audit, as represented by the City Auditor in the case of cities, and by the Provincial Auditor in the case of municipalities.⚖ - ℒαɯρhi৷
The Social Development Councils so organized and hereby authorized to call directly upon any department, bureau, office or agency of the local governments concerned, or upon any entity owned or controlled by them, for such assistance as may be necessary for the successful implementation of this Circular.
This Circular takes effect immediately.
