AUTHORIZING GOVERNMENT EXECUTIVE FROM THE WESTERN VISAYAS REGION TO PARTICIPATE IN THE FIRST SENIOR EXECUTIVE DEVELOPMENT PROGRAM (ORIENTATION COURSE) OF THE UNIVERSITY OF THE PHILIPPINES IN ILOILO CITY
WHEREAS, the U.P Management Education Council, in collaboration with the College of Public Administration, the Philippine Executive Academy, and the Local Government Center, all of the University of the Philippines System, has formulated an executive development orientation course which will be conducted from July 8 to 20, 1974, in Iloilo City;
WHEREAS, the course seeks to bring together administrators of public and private agencies, specifically from the Western Visayas, to discuss and upgrade competence in their respective roles in the context of approved development plan and programs for the region; and,
WHEREAS, this course requires the participation of all sectors of the economy, with a view to making the learning process more meaningful and effective through the interchange of ideas;
WHEREFORE, all heads of departments, bureaus and offices of the government, both national and local, including government-owned; or controlled corporations, are hereby authorized to nominate senior executives based in the Western Visayas Region to attend and participate in this First Executive Development Program (Orientation Course). Participants in the course shall attend on official time, with expenses for transportation, subsistence, lodging and training fees, all chargeable against the appropriation of their respective agencies in accordance with the provisions of Presidential Decree No. 344 dated November 23, 1973, as implemented by COA General Circular No. 127, dated November 27, 1973, subject to the availability of funds and the usual accounting and auditing requirements; as an exception to Memorandum Circular No. 59 of this Office dated August 8, 1972; and as a further exception to Memorandum Circular No. 720, issued by this Office on March 28, 1974.
The management of private entities are encouraged and enjoined to avail or this orientation course, by allowing their personnel of senior executive level to attend and participate in this training on official time, as part of their personnel training program.
It is understood that participants from government agencies who are residing or permanently stationed in Iloilo City and its environs shall be entitled to reasonable expenses for transportation and training fees only.
The participants shall submit to their respective agency heads a written report on their attendance and participation in the course within thirty (30) days after the termination thereof.⚖ - ℒαɯρhi৷
