[ Memorandum Circular No. 742, May 30, 1974 ]

URGING ATTENDANCE IN THE SEMINARS FOR EDUCATION AND LEADERSHIP ON COOPERATIVES SPONSORED BY THE BUREAU OF COOPERATIVES DEVELOPMENT.

WHEREAS, it is the declared policy of the State to foster the creation and growth of Cooperatives as means of increasing the income and purchasing power of the low income sector, in order to attain a more equitable distribution of income and wealth;

WHEREAS, the growth and stability of cooperatives will depend highly on the participation by well informed members and supporters of the cooperative movement;

WHEREAS, in order to attain the enlightenment of members, it is highly essential that a continuous program of cooperatives education be undertaken; and,

WHEREAS, membership in cooperatives permeates the ranks of employees and workers in both the government offices to be knowledgeable on the cooperatives development program and policies;

WHEREFORE, government employees are hereby authorize to attend on official time seminars on cooperatives, including but not limited to the prescribed pre-membership or membership education course on Samahang Nayon, Kilusang Bayan or other pre-cooperatives required for registration or re-registration of cooperatives as well as the training sessions for officers and employees of such cooperatives sponsored by the Bureau of Cooperatives Development, Department of Local Government and Community Development, by itself or in cooperation with duly accredited national or provincial federations of cooperatives so as to ensure coherent action or cooperatives education.

The management of private entities are encouraged and enjoined to avail of the seminars on cooperatives, by allowing their personnel to attend such training on official time, as part of their personnel training program.⚖ - ℒαɯρhi৷

This Circular takes effect immediately.
