[ Memorandum Circular No. 718, March 26, 1974 ]

AMENDING MEMORANDUM CIRCULAR NO. 704 DATED FEBRUARY 20, 1974 BY INCLUDING CONTRACTS FOR ITEMS OTHER THAN THE REQUIREMENTS FOR CONSTRUCTION AND DEVELOPMENT PROJECTS THAT THE CHIEF OF STAFF, AFP AND THE SECRETARY OF NATIONAL DEFENSE MAY NEGOTIATE AND APPROVE RESPECTIVELY, TO INCLUDE ADVANCE PAYMENT, AS EXCEPTIONS TO EXECUTIVE ORDER NO. 298, S-1940, AS AMENDED; EXECUTIVE ORDER NO. 201, S-1949, AS AMENDED.

WHEREAS, the National and international trends towards rising costs of critical materials, supplies and services affect not only construction and development projects but also military operations requirements such as: individual equipment, military hardware and other items that are vital to field operations of the Armed Forces of the Philippines; and

WHEREAS, for timely support to such military operations, there is need to reduce the lag time in the perfection of contractual documents pertaining to military logistics;

WHEREFORE, the authority granted under Memorandum Circular No. 704, Office of the President, dated February 20, 1974, is hereby amended by including therein the authority to procure supplies, materials, equipment and services which are vital to military operations or in support thereof, subject to the same conditions provided for in the dispositive portion of said Memorandum Circular No. 704.⚖ - ℒαɯρhi৷

This Circular shall take effect immediately.
