AUTHORIZING ATTENDANCE IN THE CONVENTION-SEMINAR OF THE PERSONNEL OFFICERS ASSOCIATION OF THE PHILIPPINES.

The Personnel Officers Association of the Philippines (POAP), with the technical assistance of the Civil Service Commission, will hold its National Conference on Public Personnel Administration on May 22 to 24, 1974 in the Greater Manila area on the theme: “The Civil Service in the New Society.”

This conference will enable the members of the POAP to participate in the interchange of personnel information with the end in view of evolving fresh and new approaches to administration that could better serve the needs of the New Society.

In view of the foregoing, the national and local affairs including government-owned or controlled corporations are hereby authorized to send to the convention-seminar their officials and employees, who are members of the POAP, on official time with expenses for transportation, subsistence and lodging as well as seminar fees, all chargeable against the appropriation of their respective offices, in accordance with the provisions of Presidential Decree No. 344 dated November 26, 1973 as implemented by COA General Circular No. 127 dated November 27, 1973 subject to the availability of funds and the usual accounting and auditing requirements, as an exception to Memorandum Circular No. 593 of this Office, series of 1972.

The participants shall submit to their respective agency heads a report on their attendance in the convention within thirty (30) days after the termination thereof.⚖ - ℒαɯρhi৷
