MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 710, March 4, 1974 ] AUTHORIZING ATTENDANCE OF OFFICIAL RURAL INFORMATION COUNCIL REPRESENTATIVES IN ALL MEETINGS AND ACTIVITIES OF THE RURAL INFORMATION COUNCIL OF THE NATIONAL MEDIA PRODUCTION CENTER. To effectively carry out the work of the Rural Information Council (RIC) organized by the National Media Production Center in conducting a massive information campaign geared to the grassroots to attract citizen participation in government development activities, all heads of departments, bureaus, offices and agencies, including government-owned or controlled corporations, are hereby authorized to send their official RIC representatives to attend and participate in all the Council’s meetings/activities on official time with reasonable traveling expenses chargeable against the funds of their respective offices, subject to the availability thereof and the usual accounting and auditing requirements.⚖ - ℒαɯρhi৷ The participants shall submit to their representative heads of agencies a report on their attendance/participation in each meetings/activities within thirty (30) days after the termination thereof.
