URGING LOCAL OFFICIALS LIKE PROVINCIAL GOVERNORS, CITY AND MUNICIPAL MAYORS, PRESIDENTS OF THE BARRIO CAPTAIN’S LEAGUE, SCHOOL OF SUPERINTENDENTS AND DISTRICT SUPERVISORS TO ATTEND A SERIES OF REGIONAL SEMINARS ON THE RIGHTS, DUTIES AND OBLIGATIONS OF CITIZENS AND THE ACCOUNTABILITY OF PUBLIC OFFICERS UNDER THE NEW CONSTITUTION OF THE PHILIPPINES IN COMMEMORATION OF THE FIRST ANNIVERSARY OF ITS RATIFICATION.

The Commission on Elections is sponsoring a series of regional seminars on the Rights, Duties and Obligations of Citizens and the Accountability of Public Officers under the New Constitution of the Philippines in commemoration of the first anniversary of its ratification scheduled to be held on February 2, 1974 in Pasig, dates to be determined by the said office.⚖ - ℒαɯρhi৷

All local officials like provincial governors, city and municipal mayors, presidents of the barrio captains’ league, school superintendents and district supervisors are hereby authorized to attend the seminar on official time with expenses for transportation, subsistence, lodging and other expenses incident thereto chargeable against the appropriations of their respective offices, subject to the availability of funds and the usual accounting and auditing requirements, as an exception to Memorandum Circular No. 593 dated August 8, 1972.

The participants shall submit to their respective office heads a report on their attendance in the seminar within thirty (30) days after the termination thereof.
