[ Memorandum Circular No. 697, January 16, 1974 ]

REQUIRING STRICT COMPLIANCE TO GOVERNMENT SPECIFICATIONS IN THE PROCUREMENT OF THE PHILIPPINE NATIONAL FLAG, AND OTHER FOREIGN NATIONAL FLAGS BEING REQUISITIONED BY THE GOVERNMENT.

WHEREAS, Memorandum Circular No. 558 issued by this Office on March 20, 1972, enjoined strict compliance with all Government specifications in the manufacture of the Philippine National Flag;

WHEREAS, in a letter of this Office dated June 23, 1973, the Honorable Secretary of General Services was asked to require all flag manufacturers to comply strictly with the provisions of the Bureau of Supply Standardization No. 16 PRF-2, by submitting not later than July 20, 1973, two (2) finished flags to the Philippine Haraldry Committee, for proper evaluation as to material, design, color and craftsmanship specifications; and

WHEREAS, notwithstanding all this, only one flag manufacturer has so far submitted a sample of its flag to the Philippine Heraldry Committee for evaluation.⚖ - ℒαɯρhi৷

WHEREEORE, it is hereby required that all requisitions by the Government for the supply of the Philippine National Flag, and of any foreign national flag needed by the Government, shall be accompanied by a statement of the supplier, certifying that the said Supplier has complied strictly with the provisions of Memorandum Circular No. 558 dated March 20, 1972.
