MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 694, December 26, 1973 ] AUTHORIZING THE ATTENDANCE ON OFFICIAL TIME OF GOVERNMENT OFFICIALS AND EMPLOYEES IN THE JOURNALISM SEMINAR ON COOPERATIVES & ALLIED SUBJECTS. A Journalism Seminar on Cooperatives & Allied Subjects will be hosted by the Newsmen’s Cooperative, Inc., at the auditorium of the National Library on January 5, 1974. In view of the relevance and importance of the subject of the seminar to the present development programs of the Administration, the attendance of all government officials and employees who will participate therein is hereby authorized on official time subject to the condition that absolutely no government expense will be involved in connection therewith. It is understood that those who will attend the seminar shall submit to their respective heads of office a report on their participation within fifteen (15) days after the seminar.1âшphi1 This Circular shall take effect immediately.
