[ Memorandum Circular No. 691, December 10, 1973 ]
ENJOINING GOVERNMENT ELECTRONIC DATA PROCESSING (EDP) PERSONNEL TO JOIN LOCAL AND INTERNATIONAL PROFESSIONAL ORGANIZATIONS.
WHEREAS, there is a need to promote professional growth and encourage the exchange of innovative ideas concerning various EDP problems and situations;
WHEREAS, there is a further need to increase the awareness of EDP personnel in the latest concepts and developments in computer technology and to promote friendship and understanding among EDP personnel;
WHEREAS, to achieve these ends, it is desirable that the government encourages the joining and active participation of government EDP personnel in local and international EDP organizations, for the advancement and success of the country’s computerization program.
WHEREFORE, for this purpose, all heads of departments, bureaus and all other government agencies, corporations and institutions having EDP installations and/or EDP unit in their agencies, are hereby enjoined to encourage their professional staff to join such local and international EDP professional organizations. The agency, bureau, office, corporation or institution concerned may authorize, subject to availability of funds, the payment of membership fee or dues of not more than five (5) of its professional staff joining local EDP professional organizations.
This Circular shall take effect immediately.1âшphi1
