MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 689, November 29, 1973 ] AMENDING MEMORANDUM CIRCULAR NO. 685, DATED NOVEMBER 28, 1973 AUTHORIZING ATTENDANCE IN THE NATIONAL SEMINAR-WORKSHOP ON THE ROLE OF RURAL BROADCASTING IN THE MASAGANA 99 RICE PROGRAM. Paragraph 3 of said memorandum is hereby amended to read: “In view of the significance of the seminar-worship in the development efforts of the government which heavily rely on radio as a major means of communicating with the rural sectors, all officially designated MASAGANA 99 broadcasters in the provinces and members of the Rural Broadcaster Council and personnel of the Agricultural Information Division, Office of the Secretary, Department of Agriculture and National Resources are hereby authorized to attend the said seminar-workshop with reasonable expenses for ordinary actual transportation, subsistence, lodging and seminar fees, chargeable against the appropriation of the National Food and Agricultural Council and the Department of Agriculture and Natural Resources subject to the availability of funds and the usual accounting and auditing requirements.” By authority of the President: (SGD.)
