URGING PARTICIPATION IN ORIENTATION/TRAINING SEMINARS FOR THE ESTABLISHMENT OF LOCAL WATER DISTRICTS TO BE CONDUCTED BY THE LOCAL WATER UTILITIES ADMINISTRATION (LWUA)
WHEREAS, it is declared national policy that effectively-operated local water utilities are a pre-requisite to orderly and well-balanced growth of provincial urban areas, and their absence a deterrent to economic growth;
WHEREAS, domestic water systems now existing do not generally meet the needs of the communities served; water quality is often unsatisfactorily; pressure is inadequate; reliability of water service is poor and no piped water service is ever received by a majority of our citizenry;
WHEREAS, conditions of water service continue to worsen for two apparent main reasons, namely, (1) that key elements of existing systems are deteriorating faster than they are being maintained and (2) that these systems are not being expanded at a rate sufficient to match population growth;
WHEREAS, this appalling situation can be checked and improved by the establishment of adequate and effectively-operated water utility districts which must be financially viable and self-supporting;
WHEREAS, local water districts while envisioned to be locally controlled or managed need assistance from the national government in the areas of technical advisory services and financing;
WHEREAS, the newly organized Local Water Utilities Administration (LWUA) can now provide the needed assistance in the establishment of local water districts by, among others, conducting orientation/training seminars in the creation as well as on the operation and management of these local water districts;
WHEREFORE, all provincial, city or municipal governments as well as local water districts and other government agencies or instrumentalities are hereby urged that their officials or employees, which shall not exceed two (2) members at a time, participate on official time in orientation/training seminars to be conducted from time to time by the Local Water Utilities Administration (LWUA) in different localities of the country. Those attending shall be allowed reasonable expenses for transportation, subsistence, lodging and conference or seminar fees chargeable against the appropriations of their respective offices, subject to the availability of funds and the usual accounting and auditing requirements.ᇈWᑭHIL
The participants are required to submit a report of their attendance as well as their participation in the program to their respective agency heads.
