MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 671, October 15, 1973 ] AUTHORIZING ATTENDANCE IN THE 16TH RECORDS MANAGEMENT TRAINING COURSE OF THE BUREAU OF RECORDS MANAGEMENT. The Bureau of Records Management will hold its 16th Records Management Training Course in Manila from October 15, 1973 to November 16, 1973.ᇈWᑭHIL National and local offices including government-owned or controlled corporations, are hereby authorized to send to the training course not more than two (2) of their records personnel. Their attendance shall be on official time and their expenses for transportation and registration-training fees shall be charged against the appropriations of their respective offices, in accordance with the provisions of Republic Act No. 3847, as implemented by GAO Circular No. 88-A, series of 1964, subject to the availability of funds and the usual accounting and auditing requirements, as an exception to Memorandum Circular No. 593, series of 1972. The participants shall submit to their respective office heads a report on their attendance in the training course within thirty (30) days after the termination thereof.
