MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 664, September 10, 1973 ] ENJOINING ATTENDANCE IN THE SEMINAR TO BE CONDUCTED BY THE COMMUNITY CHESTS AND COUNCILS OF THE PHILIPPINES. The Community Chests and Councils of the Philippines Inc., now on its fourth year of forming Chest and Council organizations in provinces, will conduct a seminar on community involvement in Community Chest and Council organization to be held on September 25-26, 1973, at the Social Security System (SSS) Social Hall Building, East Avenue, Quezon City. In view of the significance of the seminar for a faster and more vigorous organization of community chests and councils in the provinces, and to promote greater community involvement therein, all the respective provincial heads of the Forest Development Authority; Bureau of Posts; Bureau of Lands; Bureau of Health & Medical Services; Bureau of Field Services, DSW; Philippine Constabulary; Bureau of Public Highways; Bureau of Public Works; Philippine National Bank; Department of Local Government and Community Development; Bureau of Telecommunications; Bureau of the Treasury; Bureau of Agricultural Extension; and Department of Agrarian Reform in the provinces of Abra; Cavite and Cavite City; Trece Marterez; Bulacan; Sorsogon; Quezon and Lucena City; Cagayan; Nueva Vizcaya; Ilocos Sur; Capiz & Roxas City; Masbate; Western Samar and Catabalogan City; Bohol and Tagbilaran City; Iloilo and Iloilo City; Agusan del Norte; Surigao del Norte and Surigao City; Bukidnon; Surigao del Sur; Zamboanga del Norte and Dapitan City; Mindoro Occidental; Zamboanga del Sur; Lanao del Sur; Camarines Norte; Antique; Marinduque; Misamis Occidental; Romblon; Palawan; Aklan; Kalinga-Apayao; Southern Leyte; and Rizal are hereby enjoined to attend the said seminar on official time. The participants shall be allowed reasonable expenses for transportation, subsistence, lodging and conference fees, chargeable against the appropriation of their respective offices, subject to the availability of funds and the usual accounting and auditing requirements.
