AMENDING MEMORANDUM CIRCULAR NO. 643 TO STRENGTHEN THE ACTIVITIES OF THE HOUSING AND URBAN DEVELOPMENT TEAM TO SUPERVISE PROJECT PREPARATION AND IDENTIFYING SOURCES OF FUNDS THEREOF.
In order to implement the functions of the Housing and Urban Development Team (HUD) created under Memorandum Circular No. 643 dated June 22, 1973, to coordinate the preparation of project feasibility studies pertinent to the mission for submission to the World Bank, the following sub-committees are hereby created:
1. Tondo Foreshore/Navotas Area Renewal Project
Chairman – General Gaudencio Tobias (Ret.)
National Housing Corporation
2. Urban Transport Project
Chairman – Mr. Teodoro Encarnacion
Department of Public Works, Transportation and Communications
3. Seed Capital for Secondary Home Mortgaage
Chairman – Dr. Josefina Ramos
National Economic & Development Authority
4. 1st Phase of Metro Manila Sewerage Project
Chairman – Engr. Marcial Manalaysay
Metropolitan Waterworks and Sewerage System
5. Punta-Sta. Ana-Pasig River Reclamation
Chairman – Mr. Ramon Ravanzo
National Power Corporation
6. Satellite Cities
Chairman – Mr. Joselito Gallardo

In view of the above specific function of coordinating and supervising the preparation of project feasibility studies, there is hereby set aside ?10.1 M to be administered by the HUD Team. The identified sources of funds for this activity are as follows:
1. General Fund Appropriation from Presidential Decree No. 3;
2. Department of Public Works, Transportation and Communications (Pre-engineering allotment under Infrastructure Program); and
3. PAHRA unprogrammed appropriation.
A Financial Sub-Committee to program and control this fund shall be organized under the HUD. Budget Officers of the agencies from which funds shall be obtained are hereby automatically appointed members of the Financial Sub-Committee.
The HUD Team in consultation with the Financial Committee is further empowered to contract business with the private sector for the preparations of the projects.
Project studies are to be submitted to the HUD Team on or before September 15, 1973 for advance transmittal to World Bank, Washington.⚖ - ℒαɯρhi৷
The HUD Team shall retain its other function and responsibilities as provided in Memorandum Circular No. 643 until such time when these shall be transferred to a regular agency to be created for Metropolitan Manila.
