CLARIFYING MEMORANDUM CIRCULAR NO. 611 DATED DECEMBER 11, 1972, PRESCRIBING A NEW SCHEDULE OF OFFICE HOURS FOR GOVERNMENT OFFICES IN THE GREATER MANILA AREA.
Memorandum Circular No. 611 dated December 11, 1972, prescribing schedule of office hours for government offices within the greater Manila area requires, among other things, that a skeletal staff in the said offices be maintained on Saturdays, Sundays and holidays for the transaction of urgent official matters. For the information and guidance of all concerned, the skeletal staff shall be maintained as follows:
a. There must be a skeletal staff in the offices of the Department Secretary and Bureau Director which shall be composed f one key official and two or three staff members who shall also monitor and transmit messages or directives coming from higher authorities for implementation or summon the proper officials who shall act on the matter.
b. Whether or not a skeletal staff should be maintained in the subordinate levels is left to the sound discretion of the heads of offices bearing in mind the nature and volume of work of their offices and the expected number of people who may come to transact urgent official business.
c. Service on such days need not be eight hours. Some employees may be assigned to the morning shift while others to afternoon day for which they shall be provided with meal allowances.
d. Full-time service rendered on Saturdays, Sundays and holidays may entitle the employees concerned to off-duty the following working day.⚖ - ℒαɯρhi৷
