[ Memorandum Circular No. 624, February 19, 1973 ]
REQUIRING ALL DEPARTMENTS, BUREAUS, OFFICES AND AGENCIES OF THE PHILIPPINE GOVERNMENT, INCLUDING GOVERNMENT-OWNED OR-CONTROLLED CORPORATIONS, TO PURCHASE THEIR PASSENGER CAR REQUIREMENTS FROM PROJECTS APPROVED UNDER THE PROGRESSIVE CAR MANUFACTURING PROGRAM (PCMP).
In order to strengthen the viability of the Progressive Car Manufacturing Program (PCMP) and thereby to encourage the generation of a greater number of employment opportunities for Filipino labor, all departments, bureaus, offices and agencies of the Philippine Government, including government-owned or controlled corporations, are hereby directed to purchase henceforth all their passenger car requirements from projects approved under the Progressive Car Manufacturing Program. Notice is hereby given that the Office of the President will no longer approve any requirements outside the Program.
In order to promote the standardization of government inventories of such equipment, it is further directed that current inventories of passenger cars not belonging to the Progressive Car Manufacturing Program be phased out within two (2) years from the date hereof.
In this connection, it is expected that all government offices and agencies will conform to the overall spirit of this Memorandum Circular by refraining from purchasing imported products whenever Philippine-made substitutes are available, not only in regard to vehicular requirements which may be covered by PCMP, but also in regard to all other equipment and supplies as such offices and agencies may need from time to time.⚖ - ℒαɯρhi৷
