[ Memorandum Circular No. 616, January 20, 1973 ]
CREATING A COMMITTEE TO REVIEW ALL TREATIES AND EXECUTIVE AGREEMENTS IN WHICH THE REPUBLIC OF THE PHILIPPINES IS A SIGNATORY.
In view of the effectivity of the new Constitution, upon the President’s proclamation of its ratification on January 17, 1973, and in view of the imperative need for a review of all treaties and executive agreements in which the Republic of the Philippines is a signatory, to ascertain their relevance to the aspiration of the Filipino people as embodied in the new charter, a Cabinet Committee is hereby created to review all such treaties and executive agreements. The Committee shall be composed of the following:
1. The Secretary of Foreign Affairs |

4. The Secretary of Justice, or his representative |

5. The Secretary of Finance, or his representative |

6. The Acting Secretary of Trade and Tourism, or his representative |

Where the Department Secretary chooses to be represented, he shall be represented by an Undersecretary of the Department concerned.
The Committee is hereby directed to assess the continuing importance of such treaties and executive agreements to present national policies in the Philippine foreign relations; to take preliminary steps with the countries concerned for an early negotiation for their revision, if necessary; and to prepare the positions which the Philippines will adopt in the course of any such negotiations.
The Committee shall meet at the call of the Chairman, and shall submit to the President reports on its activities from time to time.
