MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 610, December 7, 1972 ] Pursuant to Proclamation No. 1092 dated November 15, 1972, which authorized the PANAMIN Foundation, Inc., to conduct a national educational and fund drive during the period from November 15, 1972, to February 28, 1973, all departments, bureaus, offices, agencies and instrumentalities of the government are hereby enjoined to support the fund drive of the PANAMIN Foundation, Inc., to enable it to carry on its humanitarian missions.
