[ Memorandum Circular No. 609, November 21, 1972 ]

REQUIRING ALL HEADS OF DEPARTMENTS, AGENCIES AND INSTRUMENTALITIES OF THE GOVERNMENT TO SECURE THE PRIOR CLEARANCE OF THIS OFFICE BEFORE ISSUING APPOINTMENTS TO REGIONAL DIRECTORS OR EQUIVALENT RANKS WHO ARE NOT PRESIDENTIAL APPOINTMENTS IN THEIR RESPECTIVE OFFICES.

In relation to the objectives of Letters of Instructions Nos. 36 and 36-A organizing a “Do Tank” to ensure the speedy and effective implementation of specific programs of reform as well as other vital development programs, all heads of department, agencies and instrumentalities of the Government are hereby required to secure the prior clearance of this Office before issuing appointments to Regional Directors or equivalent ranks who are not Presidential appointees in their respective offices.

This Circular takes effect immediately.1âшphi1
