ENJOINING THE OBSERVANCE OF SAFEGUARDS AGAINST FALSIFIED DIRECTIVES AND SIGNATURES OF THE PRESIDENT.

WHEREAS, there have been a number of instances of forgeries of the President’s signature on official communications and of falsified instructions directives purportedly emanating from the office of the President, with concomitant hard and prejudice to the public service; and

WHEREAS, it is necessary that ample safeguards be devised against such activities, with the end in view of effectively curtailing them;

NOW, THEREFORE, all heads of departments, bureaus and agencies or instrumentalities of the Government, including government-owned or controlled corporations, and local governments are hereby enjoined to disregard any such purported signature of the President appearing on any communication and any such supposed instruction or directive of the President, unless the same is confirmed or has been transmitted by the Executive Secretary or the Assistant Executive Secretaries, or by the President’s Presidential Assistants.

In case of doubt as to the authenticity of the President’s signature, or of presidential instructions and directives, the department or office head concerned shall seek further verification thereof from the Office of the President.
