URGING ATTENDANCE IN THE SECOND GENERAL ASSEMBLY OF REPRESENTATIVES OF NATIONAL EMPLOYEE ASSOCIATIONS.
As a principal activity during the celebration of Civil Service Week 1972, representatives of national employee associations in the Government will hold their Second General Assembly under the leadership and guidance of the Civil Service Commission from September 13 to 15, 1972, at the Magsaysay Hall, SSS Building, Quezon City, on the theme: “POSITIVE ACTIVISM IN THE PUBLIC SERVICE.”
The General Assembly will attempt to crystallize current labor issues in the service and resolve standing grievances and advocate that employee associations think in terms of positive measures, more than mere protests, in effecting improvements in the terms and conditions of employment in the government.
The presidents and not more than four (4) other officers of national employee associations are hereby authorized to attend the general assembly on official time with expenses for transportation, subsistence and lodging, and conference fees all chargeable against the appropriations of their respective offices, subject to the availability of funds and the usual accounting and auditing requirements. Those coming from the Greater Manila Area shall be entitled to reasonable transportation expenses and conference fee only.
In order to insure the success of the Assembly, the Civil Service Commission shall invite all presidents of the associations concerned to a meeting wherein the programs, schedules and subject matters to be discussed shall be decided upon.1âшphi1 The Commission shall continue to provide the necessary arrangements in connection with the holding of the Assembly.
The participants shall submit to their respective agency heads a report on their attendance in the assembly within thirty (30) days after the termination thereof.
