MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 586, June 26, 1972 ] ENJOINING ALL NATIONAL GOVERNMENT AGENCIES TO COOPERATE AND COORDINATE CLOSER WITH LOCAL OFFICIALS IN THE PROSECUTION OF DEVELOPMENT PROJECTS. The President has recently called for closer coordination and mutual help between local and international officials in the interest of the general welfare.1âшphi1 In order, therefore, to ensure and facilitate the effective implementation of various government programs, all heads of departments, bureaus and offices of the national government are hereby enjoined to cooperate and coordinate closely with local officials in the implementation of government programs, particularly development projects.
