MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 584, June 22, 1972 ] AUTHORIZING ATTENDANCE IN THE COLLOQUIUM TO BE CONDUCTED BY THE NATIONAL LIBRARY EMPLOYEES ASSOCIATION AND THE STATE WORKERS NATIONAL COORDINATING COUNCIL The National Library Employee Association (TNLEA) and the State Workers National Coordinating Council (SWNCC) will jointly conduct a colloquium on “Bureaucracy In A Changing Society,” every Friday, from 1:30 to 5:00 p.m., on July 14, 21, 28 and August 4, 1972, at the National Library Auditorium. All heads of departments, chiefs of bureaus and offices, including government-owned or controlled corporations, are hereby authorized to send one (1) participant each to attend the colloquium on official time.1âшphi1 The participants shall submit to their respective agency heads a report on their attendance in the colloquium within thirty (30) days after the termination thereof.
