ENJOINING ALL AGENCIES OF THE GOVERNMENT CoNCERNED TO COURSE THROUGH THE NATIONAL ECONOMIC COUNCIL ALL CoMMUNICATIONS/MATTERS DESTINED TO EXTERNAL ORGANIZATIONS THAT PROVIDE ASSISTANCE TO THE PHILIPPINES.
WHEREAS, the National Economic Council is the government agency charged with the responsibility of coordinating foreign assistance programs; and
WHEREAS, it is imperative to properly coordinate and review all plans arid reports concerning projects receiving foreign aid in order to forestall confusion in the implementation thereof, thus deriving maximum benefits therefrom.1âшphi1
WHEREFORE, all departments, bureaus, offices, agencies and instrumentalities of the government, including government-owned and controlled corporations, are hereby reminded and directed to course through the National Economic Council all communications/matters destined to external organizations that provide assistance to the Philippines.
This Circular shall take effect immediately.
