[ Memorandum Circular No. 535, January 20, 1972 ]

AUTHORIZING THE HOLDING OF A CONFERENCE ON CHILDREN AND YOUTH ON THE FIRST WEEK OF OCTOBER 1972 TO COINCIDE WITH THE CELEBRATION OF UNIVERSAL CHILDREN’S WEEK.

WHEREAS, children and youth are the nation’s prime resource and the principal motivators of growth and charge;

WHEREAS, their adequate development constitute the foundation of the national, economic and social well-being;

WHEREAS, the State needs to examine the problems confronting them in order to set appropriate goals for achievement;

WHEREFORE, a Conference on Children and Youth to be held on 1 to 7 October 1972 to coincide with the celebration of the Universal Children’s Week for the purposes of: (a) seeking deeper knowledge and understanding of the problems of children and youth, (b) evaluating the present course of action, and (c) proposing new directions for children and youth is hereby authorized.

Said Conference shall be sponsored by the Inter-departmental Committee on Children and Youth created under Executive Order No. 310 dated April 16, 1971.1âшphi1

The National Economic Council, the National Science Development Board, the Office of the President and other member agencies of the ICCY shall contribute sufficient funds from their respective budgets to finance the Conference. Attendance in the said Conference shall be on official time and the Offices participating therein shall defray the costs of attendance of their duly authorized representatives subject to availability of funds and auditing requirements.
