AUTHORIZING THE ATTENDANCE OF CERTAIN GOVERNMENT OFFICIALS AND EMPLOYEES IN THE SYMPOSIUM ON BUDGETING FOR NATIONAL OBJECTIVES SPONSORED BY THE COLLEGE OF PUBLIC ADMINISTRATION, UNIVERSITY OF THE PHILIPPINES.
The College of Public Administration, University of the Philippines will sponsor a symposium on “Budgeting for National Objectives” to be held in Baguio City on April 18-21, with the following Objectives:
1. To provide public administrators, budget analysts and economists an opportunity to discuss, clarify, and inform the public of the various policy contexts of budgeting;
2. To assess the present state of budgeting the Philippines and delineate its strengths and weaknesses; and
3. To provide guidelines and proposals for budgetary reform in form, structure, process and content in order to make budgeting and its end-result, the budget, a more viable instrument for the management and control of government operations as well as for planning its resources to meet the priority requirements of the country’s development.
All heads of department and chiefs of bureaus, including government-owned or controlled corporations mentioned in the attached list submitted by the UP College of Public Administration, are hereby authorized to send their respective budget and fiscal officers to symposium on official business, that is, on official time and with expenses for transportation, subsistence and lodging against the appropriations of their respective offices, subject to the availability of funds and the usual accounting and auditing requirements.
The participants shall submit to their respective office heads a report of their attendance in the symposium within thirty (30) days after the termination thereof.1âшphi1
