[ Memorandum Circular No. 532, January 11, 1972 ]

ENJOINING STRICT ENFORCEMENT OF THE CARABAO SLAUGHTER BAN.

WHEREAS, there have been inquiries as to whether the carabao slaughter ban is still in force or not;

WHEREAS, such prohibition is effective yet;

WHEREFORE, the Philippine Constabulary, law-enforcement agencies and other office concerned are hereby enjoined to enforce strictly Executive Order No. 253 dated August 5, 1970, concerning the slaughter of carabaos and buffaloes, textually quoted below, to boost the country’s food production program;

“Executive Order No. 234 dated May 16, 1970, which prohibits the slaughter of carabaos and buffaloes, is hereby amended so as to allow the slaughter of carabaos and buffaloes under the following conditions:

“a. Only carabaos or buffaloes that are three years of age or over may be slaughtered upon issuance of a slaughter permit by the Municipal Treasurer of City Treasurer concerned.1âшphi1

“b. No slaughter permit shall be issued without a certificate by the Provincial or City Veterinarian concerned, or their authorized representatives, to the effect that the animal to be slaughtered is of the required age and is free from any disease.

“Copies of certificates of ownership of animals slaughtered in accordance with this Order shall be forwarded to the Director of Animal Industry for statistical purposes.”
