MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 531, January 10, 1972 ] URGING PARTICIPATION OF PERSONNEL BELONGING TO THE NATIONAL PLANNING AND ECONOMIC DEVELOPMENT STRUCTURE AND OTHER FUNCTIONALLY-RELATED AGENCIES OF THE NATIONAL AND LOCAL GOVERNMENT TO ATTEND THE FIRST REGIONAL PLANNING AND DEVELOPMENT CONFERENCE TO BE HELD ON JANUARY 19-22, 1972. To know and understand the grand national strategies on the total economic development of the country and in order to establish an effective structural complex for the purpose of integrating plan formulation and coordinating program implementation of the country’s planning goals and economic development objectives, the Presidential Economic Staff of the Office of the President; the Institute of Planning of the University of the Philippines; the Presidential Arm On Community Development and the Department of Public Works and Communications will hold a national conference on January 19-22 on the theme “REGIONAL PLANNING AND DEVELOPMENT”. The conference participants will assess the national economic goals and objectives; study the roles played by political and administrative leaders in formulating policies relative thereto; examine present and proposed organizational structures implementing them and look into the various techniques and processes of harnessing the nation’s human, natural, physical and fiscal resources for total economic mobilization. The conference participants will also examine the national physical and economic planning process at all levels of the government and understand the mission of each governmental instrumentality involved in comprehensive physical planning and economic development. At the same time, the conference will enable functionally-related instrumentalities of the national and local governments, through the attendance of their officials, to actively participate under a combine operations concept, in the preparation, adoption and implementation of regional plans integrable to and supportive of the aggregative national physical framework plan. Personnel concerned in national and local government instrumentalities involved are hereby authorized to attend the conference.1âшphi1 Their attendance thereto shall be on official time and expenses for transportation, subsistence and conference fees chargeable against the appropriations of their respective offices are hereby authorized subject to the availability of funds and the usual accounting and auditing requirements.
