MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 521, December 6, 1971 ] AUTHORIZING ATTENDANCE IN THE SECOND ANNUAL WORKSHOP-CONFERENCE OF THE AGRICULTURE AND RURAL BROADCASTERS ORGANIZATION, INC. The Agriculture and Rural Broadcasters Organization, Inc. (ARBOR) will hold its 2nd Annual Workshop Conference in Manila on December 13-15, 1 71. The conference aims to further enhance the coordination of the various departments and agencies of the government concerned and ARBOR, so as to promote more effectively the food production and rural development programs of the Administration. All heads of departments and chiefs of bureaus and offices, including government-owned or controlled corporations, are hereby authorized to send not more than two (2) of their personnel who are members of the organization to the said conference on official time and with expenses for transportation, subsistence and lodging, all chargeable against the appropriations of their respective offices, subject to the availability of funds and the usual accounting and auditing requirements. Those participants stationed within the Greater Manila Area shall be entitled to reasonable transportation expenses only. The participants shall submit to their respective office heads a report on their attendance in the conference within thirty (30) days after the termination thereof.1âшphi1 By authority of the President: (SGD.)
