Memorandum Circular No. 484 dated July 20, 1971, enjoins all government offices and agencies to purchase their supplies and equipment from the Cottage Industries Development Enterprise (CIDE) and the National Cottage Industries Development Authority (NACIDA) registered producers. This Circular was issued to assist the CIDE in its participation in the program for Rural Employment and thereby promote the development of cottage industries.

In a meeting held recently among the Assistant Executive Secretary for Financial and Economic Affairs, the Administrator of the NACIDA and the supply officers of the various agencies of the government, ways and means were discussed on how to effectively implement the provisions of the aforesaid Circular. It was the consensus of the group that pertinent data such as the projection of the supply requirement of the agencies of the government, as well as their initial purchase orders to secured first. These data should be reflected in the attached format and that a breakdown of each item as to amount and desired places of delivery thereof shall be indicated in a separate report.

Accordingly, all heads of departments, bureaus, offices and other instrumentalities of the government, including local governments and government-owned or controlled corporations, are hereby required to submit the aforesaid data and initial purchase orders to the CIDE through the Director, Bureau of Supply Coordination, not later than December 15, 1971.

For the information and guidance of all concerned, attached is a sample of the format mentioned above, including the list of janitorial products and housekeeping accessories and their respective prices which could be purchased through the CIDE.

Strict compliance with the provisions of this Circular is hereby enjoined.1âшphi1
