MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 504, September 14, 1971 ] ENJOINING ATTENDANCE IN THE SEMINARS TO BE CONDUCTED BY THE RESPONSIBLE PARENTHOOD COUNCIL. The Responsible Parenthood Council, a private organization engaged in family planning, will conduct two-day orientation seminars for city and municipal mayors and barrio captains on Responsibly Parenthood Program in the provinces and cities throughout the country. In view of the significance of the seminar to our population Program and the crucial role that the government plays in its implementation, all city and municipal mayors and barrio captains are hereby enjoined to attend the said orientation seminars to be conducted in their respective jurisdictions at no expense to the government.
