MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 503, September 7, 1971 ] REITERATING THE POLICY PROHIBITING THE PURCHASE OR IMPORTATION HIGH-POWERED FIREARMS. The recent incidents wherein lawless elements have created state of lawlessness and disorder affecting public safety and the security of the State clearly show the compelling need to control the possession firearms by our countrymen. Accordingly, the directive of the President of the Philippines dated October 16, 1970, to the Acting Chief of Constabulary not to issue clearances for the purchase or importation of firearms without the President’s own written approval is hereby reiterated. Strict compliance with the provisions of this Circular is desired.1âшphi1 This Circular takes effect immediately. By authority of the President: (SGD.)
