MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 502, September 2, 1971 ] AUTHORIZING ATTENDANCE IN THE PERIODIC SEMINARS OF THE ASSOCIATION OF GOVERNMENT CIVIL ENGINEERS OF THE PHILIPPINES (AGCEP) The Association of Government of Civil Engineers of the Philippines, Inc. (AGCEP) will held a series of seminars In Manila or in other selected cities in the country for the duration from half day to about five half-day session each on the theme; “The Government Civil Engineer and the Challenge of the Seventies.” National and local offices that have registered members of the AGCEP arc hereby authorized to send their representatives to the seminars on official time only and subject to the condition that the exigencies of the service will permit attendance.1âшphi1 The participants shall submit to their agency heads a report on their attendance in each of the seminars.
