MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 501, September 2, 1971 ] AUTHORIZING ATTENDANCE IN THE OPEN FORUMS TO BE CONDUCTED BY THE CRIME PREVENTION AND TREATMENT COMMITTEE OF THE PEACE AND ORDER COORDINATING COUNCIL The Crime Prevention and Treatment Committee of the Peace and Order Coordinating Council will conduct a series of Open Forums to be hold in selected areas of the country for the period from August 26 to September 25, 1971, wherein Mr. Thorsten Eriksson, United Nations Adviser on Social Defense, will talk on “crime prevention and rehabilitation of offenders.” National and local offices concerned with crime prevention, law enforcement and rehabilitation of offenders, are hereby authorized to send not more than two (2) of their employees to the forum on official tine only and subject to the condition that the exigencies of the service shall permit attendance.
