URGING ALL CONCERNED TO ENCOURAGE AGGRIEVED CITIZENS TO TRANSIT THEIR COMPLAINTS AND/OR GRIEVANCES BY WIRE TO THE PRESIDENTIAL ADMINISTRATIVE ASSISTANCE COMMITTEE IN CONNECTION WITH THE IMPLEMENTATION OF PROCLAMATION NO. 889 DATED AUGUST 21, 1971, SUSPENDING THE PRIVILEGE OF THE WRIT OF HABEAS CORPUS.
Executive Order No. 333 dated August 26, 1971 created the Presidential Administrative Assistance Committee (PAAC) which shall hear complaints of abuses which may result in the implementation of Proclamation No. 889 dated August 21, 1971, suspending the privilege of the writ of habeas corpus.
In order that the citizens may be able to freely transmit their complaints and/or grievances at minimum cost, the Director of Telecommunications has been authorized to transmit said complaints or grievances by wire at the nominal at the cost of ten (?0.10) centavos per fifty words to the PAAC, Office of the President, with office address at the Department of Justice Building.
All heads of departments, bureaus, offices and instrumentalities of the government are hereby urged to bring this matter to the attention of their employees and to encourage aggrieved citizens to send their complaints or grievances to the PAAC.1âшphi1
