MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 496, August 26, 1971 ] AUTHORIZING ATTENDANCE IN THE EIGHTH NATIONAL CONFERENCE OF THE PHILIPPINE ASSOCIATION OF SOCIAL WORKERS The Philippine association of Social Workers will hold its 8th National Conference at the SSS Magsaysay Hall on November 25-26, 1971, on the theme: “Social Welfare and the Constitution.” All heads of departments and chiefs of bureaus and offices, as well as government-owned or controlled corporations and local subdivisions, are hereby authorized to send not more than two (2) of their personnel who are members of the Association to the Conference on official time only and subject to the condition that the exigencies of the service will permit attendance.
