MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 491, August 5, 1971 ] AUTHORIZING ATTENDANCE IN THE REFRESHER COURSE FOR GRADUATES OF THE PHILIPPINE EXECUTIVE ACADEMY The Philippine Executive Academy of the University of the Philippines will conduct a Refresher Course for its graduates from December 7 to 11, 1971 in Baguio City.1âшphi1 The purpose of the Refresher Course is to updated the knowledge and skills acquired in the Academy during their participations in previous years with the latest developments in the field of management. It will also provide an opportunity to follow up on the experiences of these executives in the light of the training they have acquired in the Academy. In line with the Administration’s objective of reinforcing the capabilities of our executive from the government and business in the promotion of the economic and social development of our country, government executives who are graduates of the Philippine Executive Academy are hereby authorized to attend the Refresher Course on official business, that is, with expenses for transportation, subsistence, lodging and course fees chargeable against the appropriations of their respective offices, subject to the availability of funds and the usual accounting and auditing requirements.
