[ Memorandum Circular No. 490, August 4, 1971 ]

CREATING A COMMITTEE TO STUDY WAYS AND MEANS FOR THE IMPROVEMENT OF PHILIPPINE HORSE RACING AND BREEDING.

There is hereby created a Committee to study ways and means for the improvement of Philippine horse racing and horse breeding. The Committee shall be composed of the following:

Representing Legislative Sector
– Chairman
Mr. Juan Jose Salvador
Representing the Horse Owners, Trainers and Jockeys
– Member
Mr. Martiniano Abad
Representing the Batangas Horse Breeders
– Member
Mr. Jose Cojuangco
Representing the Thorough-bred Horse Breeders
– Member
Mr. Rodrigo L. Salud
Representing the Games and Amusements Board
– Member

The Committee shall conduct studies and submit recommendations on the following aspects of horse racing and breeding:

a. Handicapping of horses;

b. Adoption of the photo-patrol system;

c. Installation of the automatic electric totalizator;

e. Establishment of drug and urine laboratory; and

d. Such other matters as may be considered vital and necessary towards the improvement of Philippine horse racing and breeding.

The Committee may call upon any department, bureau, office or instrumentality of the government for such assistance as it may need in the performance of its functions.1âшphi1

This Order shall take effect immediately.
