MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 486, July 27, 1971 ] AUTHORIZING ATTENDANCE IN THE ANNUAL CONVENTION OF THE DISTRICT AND CITY ENGINEERS LEAGUE OF THE PHILIPPINES (DACEL). This District and City Engineers League of the Philippines (DACEL) will hold its annual convention in Manila on September 7-11, 1971, on the theme “INVOLVEMENT OF DISTRICT AND CITY ENGINEERS IN THE NEW SOCIAL ORDER.” All District Engineers of the Bureaus of Public Highways and Public Works, City Engineers, Highway Division Engineers and Bureau of Public Works Regional Engineers, as well as three (3) representatives from the DPWC, BPH, PES and DND, are hereby authorized to participate in the said convention on official time and with expenses for transportation, subsistence and lodging, as well as conference fees all chargeable against the appropriation of their respective offices, subject to the availability of funds and usual accounting and auditing requirements. It is understood that the participants stationed in the Greater Manila Area shall be entitled to expenses for transportation and conference fees only. The participants shall submit to their agency heads a report on their attendance in the convention within thirty (30) days after the termination thereof.1âшphi1 By authority of the President: (SGD.)
