CONSTITUTING A MANAGEMENT TEAM TO STUDY THE PROBLEMS AND DEFICIENCIES OF THE BUREAU OF POSTS AND TO RECOMMEND SOLUTIONS THEREFOR.
There is hereby constituted a Management Team to study the problems and deficiencies of the Bureau of Posts and to recommend solutions therefor. The Team shall be composed of the following:

The Bureau of Posts shall constitute a counterpart team to coordinate and work closely with the Management Team. This counterpart team shall prepare a detailed summary of the existing problems and deficiencies in the Bureau. It shall also make available to the Management Team the personnel, records and equipment of the Bureau, including the Management Service in 1969 and the existing management studies in the Office of the Secretary of Public Works and Communications.
The Team shall study the problems and deficiencies of the Bureau of Posts pertaining to personnel administration, utilization of records and equipment, and all aspects of operations and services of the Bureau. The Team shall complete, its study and submit its recommendations to the President, through the Executive Secretary, within a period of one month from the date hereof.
The Management Service of the Budget Commission shall extend full assistance and support to enable the Team to accomplish its mission.1âшphi1 The Team may also call upon any department, bureau, office or instrumentality of the government for such assistance as it may need in the performance of its functions.
The Circular takes effect immediately.
