AUTHORIZING THE ATTENDANCE OF CERTAIN GOVERNMENT OFFICIALS AND EMPLOYEES IN THE 8TH CONVENTION-SEMINAR OF THE ASSOCIATION OF GOVERNMENT ACCOUNTANTS OF THE PHILIPPINES (AGAP), INC.

A Convention-Seminar will be held in Cebu City on September 2-4, 1971, sponsored by the Association of Government Accountants of the Philippines (AGAP), Inc., on the theme: “Effective Fiscal Control Through Constitutional Reforms.”

The principal objectives of this Convention-Seminar are, among others, the following: (a)  to enable the participants to keep pace with the modern trend on accounting systems and procedure; (b) to evaluate the existing government accounting systems and procedures, and to institute necessary reforms through the Constitutional Convention; (c) to acquaint participants with their respective programs and projects with emphasis on the economic development programs of the Administration; and (d) to bring the accounting service closer to the public.

All heads of departments and chiefs of bureaus and offices, including government-owned or controlled corporations, are hereby authorized to send to the Convention-Seminar their respective Chief Accountants or the Heads of their Accounting Units who are Members of the AGAP, in addition to the officials and personnel who are directly in charge of the various arrangements and/or preparations for the Convention-Seminar. Their attendance shall be on official time, with expenses for transportation, subsistence and lodging, as well as seminar fees, chargeable against the funds of their respective agencies, subject to the availability of funds and the usual accounting and auditing requirements. The delegates who are stationed in Cebu City shall be entitled to seminar fees and reasonable transportation expenses only.

The participants shall submit a report to their respective agency heads on their participation and attendance in the Convention-Seminar.1âшphi1
