CREATING AN INTER-AGENCY COMMITTEE TO REVIEW THE IMPLEMENTING RULES AND REGULATIONS SUBMITTED BY THE CIVIL SERVICE COMMISSION AND PREPARE A FINAL DRAFT THEREOF FOR THE APPROVAL OF THE PRESIDENT

There is hereby created an Inter-agency Committee to review the implementing rules and regulations submitted by the Civil Service Commission and to prepare a final draft thereof for the approval of the President. The Committee shall be composed of the following:

The Committee shall, in addition to the above functions, (a) determine the points of agreement between the Office of the President and the Civil Service Commission which can be translated into rules; (b) ascertain the legal issues or points which may be elevated to the Secretary of Justice for opinion; and (c) provide clear delineation of responsibility between the Office of the President and the Civil Service Commission for the purpose of minimizing duplication of work. It shall also consider the feasibility of the Office of the President delegating repetitive functions to the Civil Service Commission, subject to certain guidelines or standards.

The Committee shall submit a final draft of the implementing rules and regulations for approval of the President thirty (30) days after receipt of the necessary opinion of the Secretary of Justice.

This Circular shall take effect immediately.
