MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 467, May 17, 1971 ] URGING ATTENDANCE IN THE NINTH ANNUAL NATIONAL CONVENTION OF THE BUREAU DIRECTORS’ ASSOCIATION, INC. (BUDIRAS). The Bureau Directors’ Association, Inc., will hold its Ninth Annual National Convention in Manila on June 16-18, 1971, on the theme “COMMITMENT TO COMPETENT LEADERSHIP.” All members of the BUDIRAS are hereby authorized to attend this convention on official time and with expenses limited to convention/registration fees only, chargeable against the appropriations of their respective offices, subject to the availability of funds and the usual accounting and auditing requirements. The participants shall submit to their respective department heads a report of their attendance and participation within fifteen days after the convention.1âшphi1 By authority of the President: (SGD.)
