MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 460, April 21, 1971 ] URGING ATTENDANCE IN THE THIRD NATIONAL ASSEMBLY OF THE KAISAHAN NG MGA KAWANI NG PAMAHALAAN, INC. (KPP). The Kaisahan Ng Mga Kawani Ng Pamahalaan, Inc. (Philippine Government Employees Union) will hold its Third National Assembly on June 28-30, 1971, at the RM Hall, SSS Building, Quezon City, on the theme “STATE WORKERS AND THE CHALLENGE OF CHANGE.” Considering the timeliness of the Assembly, all heads of departments, bureaus and offices, including government-owned or controlled corporations located within the greater Manila area and which have KKP Chapters, are hereby authorized to send not more than five (5) members from each chapter to the Assembly. Their attendance shall be on official time with expenses for transportation and conference fee, if any there be, chargeable against the appropriations of their respective offices, subject to the availability of funds and the usual accounting and auditing requirements.
