[ Memorandum Circular No. 460-A, April 3, 1971 ]
It has come to the attention of this Office that two (2) sunken derelicts are still lying in the Manila Bay near the Cultural Center area. These derelicts are eyesores in the well-developed area and adversely affect our tourist industry, not to mention the hazards they pose to sea navigation threat.
The NASCO, being the government entity assigned in the disposition of sunken vessels, is directed to take appropriate steps for the immediate removal or cause the removal of said derelicts.1âшphi1 The NASCO is further authorized to collect thru any legal means, expenses it may incur in the removal of sane.
The following Offices are also directed to give NASCO all the assistance it requires to accomplish its mission:
1. The Collector of Customs, Manila South Harbor
2. The Philippine Navy and Coast Guard
3. The Bureau of Public Works
