AMENDING MEMORANDUM CIRCULAR NO. 420 DATED DECEMBER 14, 1970 ENTITLED “CREATING A COMMITTEE TO STUDY THE PROPOSAL FOR THE CUSTOMS ARRASTRE SERVICE, BUREAU OF CUSTOMS, TO TAKE OVER THE OPERATION OF THE NORTH HARBOR ARRASTRE.”

Memorandum Circular No. 420 dated December 14, 1970, entitled “Creating a Committee to Study the Proposal for the Customs Arrastre Service, Bureau of Customs, to Take over the Operation of the North Harbor Arrastre,” is hereby amended, so as to designate Mr. Vicente Guzman, Officer-in-Charge, Bureau of Labor Standards, as member of the Committee in lieu of Director Ruben F. Santos.

This Circular shall take effect immediately.
