MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 445, March 23, 1971 ] DEVELOPMENT PROGRAMS By direction of the President at a Cabinet Conference held today, March 23, 1971, all departments, bureaus, offices, agencies and instrumentalities of the Government, to include government-owned or controlled corporations, are hereby directed to submit, thru the Cabinet Secretariat, a title listing, with a very brief description of each, of all programs being undertaken by entities concerned in relation to national development and the Four Year Development Plan, not later than Friday, March 26, 1971.
