[ Memorandum Circular No. 441, March 4, 1971 ]

REITERATING THE PROHIBITION AGAINST THE FILLING OF VACANT POSITIONS EMBODIED IN MEMORANDUM CIRCULAR NO. 319 DATED FEBRUARY 19, 1970.

In pursuance of the retrenchmant policy of the Government, and in anticipation of the implementation of the proposed Reorganization Plan, the prohibition of theproposed Reorganization Plan, the prohibition against the filling of vacant positions as embodied in Memorandum Circular No. 319 dated February 10, 1970, is hereby strongly reiterated. Henceforth, no proposals for the filling of vacancies are to be initiated by any department, bureau, offiece of agency of the National Government, including government-owned or controlled corporations, and no such proposals are to be approved, except in those cases clearly provided for in Memorandum Circular No. 328 dated March 9, 1970.

It is to be emphasized that strict compliance with this Circular will prevent unnecessary hardships on government personnel, especially in offices proposed to be abolished or merged with other offices in the Re-organization plan.

All heads of departments and chiefs of bureaus, offices and agencies, including government-owned or controlled corporations, are therefore hereby enjoined to observe strictly the provisions of this Circular.1âшphi1
